European Union · Door and gate operators
Placing door and gate operators on the EU market
This checklist covers operators for garage doors, industrial doors and sliding or swing gates, with their control units, safety devices and remotes, sold in the EU and EEA. A power-operated door or gate is machinery, so the machinery rules sit at the centre: safety in use, force limitation and protection against crushing and impact. Electrical safety, EMC and radio rules apply to the drive and its accessories, and internet-connected controllers add cybersecurity duties. The final installation is a complete machine whose installer carries out the last conformity steps. Check each linked official text; the Machinery Regulation replaces the Directive on 20 January 2027.
Checklist
Classify the operator under the machinery rules
- Regulation
- Machinery Regulation ((EU) 2023/1230)
- Evidence
- Written decision on whether you supply a complete machine (operator with door or gate) or partly completed machinery (operator kit). Directive 2006/42/EC applies until 19 January 2027 and Regulation (EU) 2023/1230 from 20 January 2027. A kit is supplied with a declaration of incorporation and assembly instructions; whoever installs the complete door or gate draws up the final declaration and affixes the CE marking.
Meet the safety-in-use requirements of EN 12453
- Regulation
- Machinery Regulation ((EU) 2023/1230)
- Standards
- EN 12453 2017+A1:2021, EN 13241 2003+A2:2016
- Evidence
- Risk assessment and test records for force limitation, safety edges, photoelectric devices, safe opening and closing speeds and manual release. EN 12453:2017 now contains the force measurement methods that used to be in EN 12445. When you supply the complete door, the product standard EN 13241 also applies and links to the Construction Products Regulation. Safety functions must not be disabled or bridged; installation, adjustment and force measurement on site are work for trained installers.
Assess electrical safety of the drive (EN 60335-2-95 / EN 60335-2-103)
- Regulation
- Low Voltage Directive (2014/35/EU)
- Standards
- IEC 60335-2-95 2023, IEC 60335-2-103 2023
- Evidence
- Test report against EN 60335-1 with EN 60335-2-95 (drives for vertically moving residential garage doors) or EN 60335-2-103 (drives for gates, doors and windows). Depending on how the product is placed on the market, these safety objectives are covered through the machinery rules or the Low Voltage Directive; manufacturers commonly list both acts in their declarations. Mains connection by a qualified electrician following local rules.
Show electromagnetic compatibility
- Regulation
- Electromagnetic Compatibility Directive (2014/30/EU)
- Evidence
- EMC test report (emissions and immunity) for control units, drives and power supplies. Products with a radio are assessed for EMC under the Radio Equipment Directive.
Meet the Radio Equipment Directive for receivers, remotes and modules
- Regulation
- Radio Equipment Directive (2014/53/EU)
- Evidence
- Radio test report against the harmonised standard for the band (for example 433 or 868 MHz short-range devices, or 2.4 GHz for Wi-Fi and Bluetooth gateways), with EMC and safety evidence. Without full application of harmonised standards a notified body examines the type.

Address the RED cybersecurity requirements for app- or cloud-controlled operators
- Regulation
- RED Delegated Regulation on cybersecurity ((EU) 2022/30)
- Evidence
- Security assessment (EN 18031 series), secure defaults, authentication for remote opening, update policy. Remote opening of a door or gate through an app is a safety-relevant function: document how the user sees the door state and how the safety devices stay active.

Restrict hazardous substances (RoHS)
- Regulation
- RoHS Directive (2011/65/EU)
- Evidence
- Material declarations from suppliers, risk-based testing, RoHS named in the declaration of conformity. Covers operators, control boards, photo eyes, edges and remotes.
Check SVHC content and inform customers (REACH)
- Regulation
- REACH Regulation ((EC) 1907/2006)
- Evidence
- Screen parts (cables, housings, batteries) against the candidate list; give SVHC information above 0.1 % by weight and notify SCIP where required.

Register as a WEEE producer in each country of sale
- Regulation
- WEEE Directive (2012/19/EU)
- Evidence
- National registration, quantity reporting and take-back financing in each member state; crossed-out wheeled bin symbol. Large fixed installations can fall under exclusions; check each country's interpretation.
Check Ecodesign standby rules for control units
- Regulation
- Ecodesign framework and standby rules (2009/125/EC; (EU) 2024/1781)
- Evidence
- Standby, off-mode and networked-standby measurements under Regulation (EU) 2023/826, which lists motor-operated doors and gates and applies from 9 May 2025 (off mode 0.50 W, standby 0.50 W or 0.80 W, networked standby 2.00 W).
Compile the technical file and declarations, and affix CE
- Certification
- CE marking
- Evidence
- Technical file (risk assessment, test reports, standards list, circuit diagrams), EU declaration of conformity for the acts that apply, or a declaration of incorporation for partly completed machinery, CE marking where due, and installation, adjustment and maintenance instructions including the force-measurement procedure, in the language of the country of sale.
Consider voluntary third-party certification
- Certification
- IECEE CB Scheme
- Evidence
- Optional: IECEE CB report, national marks (VDE, NF, IMQ), a type examination of the safety functions by a test house, and protocol certification for connected accessories. These support buyers' due diligence but do not replace the declarations above.
