EU directive

Ecodesign framework and standby rules

2009/125/EC; (EU) 2024/1781

What it covers

Ecodesign sets product-specific energy and resource rules through implementing regulations, not through the framework itself. Regulation (EU) 2023/826 lists motor-operated building elements (shutters, blinds, screens, awnings, pergolas, curtains, doors, gates, windows) among covered equipment, for mains-powered products rated 250 V or below. It applies from 9 May 2025 and limits off mode to 0.50 W, standby to 0.50 W or 0.80 W with a display, and networked standby to 2.00 W. The Ecodesign for Sustainable Products Regulation (EU) 2024/1781 replaces the 2009 framework step by step.

Certification programs

  • The manufacturer states, in an EU Declaration of Conformity, that the product meets the EU legislation that applies to it. For motorised shading drives this is typically the Low Voltage Directive and the EMC Directive, or the Radio Equipment Directive when the product contains a radio. Under the Low Voltage and EMC Directives the manufacturer can carry out the conformity assessment itself; under the Radio Equipment Directive this is allowed only when the relevant harmonised standards are applied in full, otherwise a notified body must be involved. CE marking is therefore a manufacturer declaration, not an independent certificate, and the mark alone does not say which standards were applied (the Declaration of Conformity lists them).
