European Union · Shading motors (blinds, shutters, awnings)

Placing motorised shading drives on the EU market

This checklist covers tubular motors, curtain and venetian drives, window actuators and their remotes and hubs sold in the EU and EEA. Most of the work is the manufacturer's own assessment: you choose the EU acts that apply, test against the matching harmonised standards, keep a technical file, sign an EU declaration of conformity and affix the CE marking. Radio and internet features add requirements and can bring a notified body into the process. Environmental duties (RoHS, REACH, WEEE) apply to every electrical product. Use the steps in order and check each linked official text; dates and harmonised editions change.

Checklist

  1. Assess electrical safety against EN 60335-1 and EN 60335-2-97

    Mandatory · Manufacturer self-declaration

    Regulation
    Low Voltage Directive (2014/35/EU)
    Standards
    IEC 60335-2-97 2023, BS EN IEC 60335-2-97 2023+A11:2023
    Evidence
Test report against EN 60335-1 together with EN 60335-2-97 (household drives for rolling shutters, awnings, blinds and similar equipment), plus a risk assessment. A mains-powered motor without radio is covered by the Low Voltage Directive (50 to 1000 V AC). A radio motor meets the same safety objectives through the Radio Equipment Directive. Low-voltage or battery drives below the LVD range fall under the General Product Safety Regulation (EU) 2023/988 for safety unless they contain a radio. Electrical installation of mains motors is work for a qualified person following local wiring rules.
  2. Show electromagnetic compatibility for wired versions

Conditional · when for motors, control units and power supplies without a radio function · Manufacturer self-declaration

    Regulation
    Electromagnetic Compatibility Directive (2014/30/EU)
    Evidence
EMC test report covering emissions and immunity (usually the EN 55014 series for household motor-operated appliances) and internal production control. A motor or controller with a radio is assessed for EMC under the Radio Equipment Directive instead.
  3. Meet the Radio Equipment Directive for radio motors, remotes and hubs

Conditional · when with a built-in radio receiver or transmitter (motor, remote control, hub or plug-in module) · Self-declaration, notified body optional

    Regulation
    Radio Equipment Directive (2014/53/EU)
    Evidence
Radio test report against the harmonised standard for the band in use (for example short-range devices at 433 or 868 MHz, or 2.4 GHz wideband equipment for Zigbee, Thread, Bluetooth and Wi-Fi), plus EMC and safety evidence for the radio product. Self-assessment is allowed when the harmonised standards are applied in full; otherwise a notified body examines the type. Notified bodies are listed in NANDO.

  4. Address the RED cybersecurity requirements for connected products

Conditional · when if the product can reach the internet, directly or through a hub or app · Self-declaration, notified body optional

    Regulation
RED Delegated Regulation on cybersecurity ((EU) 2022/30)
    Evidence
Since 1 August 2025, internet-connected radio equipment must protect the network, personal data and against fraud (RED Article 3(3)(d), (e) and (f)). Typical evidence: security assessment against the EN 18031 series, secure default settings, update policy and documentation. Because the standards were cited with restrictions, some designs still need a notified body. A one-way remote without a network link is normally outside this requirement.
    Official lookup
    webgate.ec.europa.eu
  5. Decide whether the drive is machinery or partly completed machinery

Conditional · when depending on how the drive is supplied (motor only, motor with mechanism, or complete motorised product) · Manufacturer self-declaration

    Regulation
    Machinery Regulation ((EU) 2023/1230)
    Evidence
Record the reasoning in the technical file. When the drive is machinery, the Machinery Directive 2006/42/EC applies until 19 January 2027 and Regulation (EU) 2023/1230 from 20 January 2027. Partly completed machinery is supplied with a declaration of incorporation and assembly instructions; the party that completes the installation takes over the final conformity steps.
  6. Check the product standards of the finished blind, shutter or awning

Conditional · when if you place the complete motorised blind, shutter or awning on the market

    Standards
    EN 13659 2015, EN 13561 2015, EN 13120 2009+A1:2014, EN 16433 2014, EN 16434 2014
    Evidence
Shutters and external venetian blinds (EN 13659) and external blinds and awnings (EN 13561) have performance and safety requirements, including wind resistance classes, that are also linked to the Construction Products Regulation. Internal blinds follow EN 13120, with EN 16433 and EN 16434 for protection against strangulation by cords and chains. A motor maker usually supplies installation data so the blind maker can meet these.
  7. Restrict hazardous substances (RoHS)

    Mandatory · Manufacturer self-declaration

    Regulation
    RoHS Directive (2011/65/EU)
    Evidence
Supplier material declarations, risk-based material testing where needed, and RoHS listed in the EU declaration of conformity. Applies to motors, control boxes, remotes, hubs and chargers.
  8. Check SVHC content and inform customers (REACH)

    Mandatory

    Regulation
    REACH Regulation ((EC) 1907/2006)
    Evidence
Screen parts against the ECHA candidate list. When an article contains a listed substance above 0.1 % by weight, tell professional customers (and consumers on request) which one and how to use the article safely; the same threshold triggers a notification to ECHA's SCIP database under the Waste Framework Directive. Check Annex XVII restrictions too.
    Official lookup
    echa.europa.eu
  9. Register as a WEEE producer in each country of sale

    Mandatory · Registration

    Regulation
    WEEE Directive (2012/19/EU)
    Evidence
National producer registration number per member state, reporting of quantities placed on the market, financing of collection (often through a compliance scheme) and the crossed-out wheeled bin symbol on the product. Sellers based outside a member state may need an authorised representative there.
  10. Check Ecodesign rules on standby and networked standby

Conditional · when if the product is mains-powered equipment rated 250 V or below within Regulation (EU) 2023/826 (check each hub or controller) · Manufacturer self-declaration

    Regulation
Ecodesign framework and standby rules (2009/125/EC; (EU) 2024/1781)
    Evidence
Measurements of standby, off-mode and networked-standby power under Regulation (EU) 2023/826, which lists motor-operated shutters, blinds, screens, awnings and curtains and applies from 9 May 2025 (off mode 0.50 W, standby 0.50 W or 0.80 W, networked standby 2.00 W); add the result to the technical file and product information.
  11. Compile the technical file, sign the EU declaration of conformity and affix CE

    Mandatory · Manufacturer self-declaration

    Certification
    CE marking
    Evidence
Technical file kept for ten years (design data, risk assessment, test reports, list of standards applied), one EU declaration of conformity naming every act that applies, CE marking on the product, manufacturer and importer contact details, type or batch number, and safety and installation instructions in the language of each country of sale.
  12. Consider voluntary third-party marks and protocol certification

    Voluntary · Third-party certification

    Certification
    IECEE CB Scheme
    Evidence
Optional evidence buyers often ask for: an IECEE CB test report and certificate, national safety marks such as VDE, NF or IMQ, the ENEC mark, and alliance certification for open protocols (Matter, Zigbee). None of these replaces the CE process, and certified status is checked on the issuing body's own registry.
